It is only now, more than four years after Abu Bakr al-Baghdadi declared his caliphate, that the cadence has finally slowed.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">Islamic State attacks in the West fell steeply in 2018 compared with the previous four years, the first time the number has fallen since 2014. But the number of attempted attacks remained steady, suggesting that the group remains committed to carrying out catastrophic harm.<\/p>\n<\/div>\n<aside class=\"css-13jtjmc\"><\/aside>\n<\/div>\n<div class=\"css-1597c7c e1am8aqz0\"><\/div>\n<div class=\"StoryBodyCompanionColumn css-p1yi70\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1xl4flh e2kc3sl0\">The difference, analysts say, is that law enforcement is increasingly foiling the plots.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">The Islamic State remains the world\u2019s deadliest terrorist organization, and its attacks are on the rise in places like Afghanistan and Iraq. But in the first eight months of this year, it only carried out four.<\/p>\n<div class=\"css-rpp6yo\" data-testid=\"inline-message\"><\/div>\n<p class=\"css-1xl4flh e2kc3sl0\">\u201cIt\u2019s an absolutely dramatic dip,\u201d said the program\u2019s director, Lorenzo Vidino.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">The scale of attacks has also fallen. The largest toll in a single attack fell from 130 in 2015, to 86 in 2016, to 22 at the pop concert in Manchester in 2017. So far in 2018, the worst single-day toll was in the aisles of a\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/03\/24\/world\/europe\/france-police-officer-arnaud-beltrame.html?module=inline\">supermarket in Tr\u00e8bes<\/a>, France, where a man acting in the name of the Islamic State gunned down three people in March.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">The Islamic State, also known as ISIS, has lost 99 percent of the land it once held in Iraq and Syria, and the fight to evict it from the last vestige\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/09\/11\/world\/middleeast\/isis-syria.html?module=inline\">started this week<\/a>. Some analysts have linked the drop in activity to the loss of territory.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">But the number of attempted attacks in Europe has remained unchanged, according to data collected by the Center for the Analysis of Terrorism in Paris. Bullet holes riddled the truck\u2019s windshield.<\/span><span class=\"css-18oazr6 e18m0s9i0\"><span class=\"css-1ly73wi e1afaoz0\">Credit<\/span>Andrew Testa for The New York Times<\/span><\/h6>\n<div class=\"StoryBodyCompanionColumn css-p1yi70\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1xl4flh e2kc3sl0\">\u201cWe are able to conclude that there is no correlation between their military setbacks and the loss of territory and the intensity of the threat,\u201d said Jean-Charles Brisard, the director of the Paris-based center. \u201cEven if the Islamic State is losing both militarily and in terms of terrain, the ideology of ISIS remains present in the hearts of individuals who want to harm us.\u201d<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">According to the center\u2019s\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"http:\/\/staging.cat-int.org\/wp-content\/uploads\/2018\/01\/BILAN-2017.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">database<\/a>, the Islamic State carried out 15 attacks last year in the 28 countries of the European Union. But another 47 plots were intercepted in the planning stages or thwarted during the execution. In 2016, there were 14 successful attacks while 40 were thwarted.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">For the first part of 2018, the data collected by Mr. Brisard indicates that the number of foiled attacks has remained steady.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">Facing intense public pressure to stop the attacks, Western law enforcement agencies have raised their game. Bill Roggio, a senior fellow at the Foundation for Defense of Democracies in Washington, said several advances had made them better at hunting terrorists: \u201cCloser monitoring of social media. Better understanding of the networks. In a growing number of instances, they were directed by one of the group\u2019s\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/02\/04\/world\/asia\/isis-messaging-app-terror-plot.html?module=inline\">cyber-coaches<\/a>\u00a0\u2014 men based in Syria, Libya, Afghanistan and beyond \u2014 who guided them from the planning to the execution of a plot.<\/p>\n<\/div>\n<aside class=\"css-13jtjmc\"><\/aside>\n<\/div>\n<div class=\"StoryBodyCompanionColumn css-p1yi70\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1xl4flh e2kc3sl0\">Law enforcement agencies have increasingly been able to infiltrate this online universe, analysts say, sometimes lurking in the Islamic State\u2019s chat rooms on Telegram, the encrypted messaging platform that is the group\u2019s preferred medium.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">In 2016, a Toronto teenager, Abdulrahman El Bahnasawy, used the app to make contact with an Islamic State member who went by the screen name Kill Kuffars, meaning infidels. In a series of feverish chats, the two made plans to meet in New York City with the aim of carrying out a \u201cParis- or Brussels-like terrorist attack,\u201d\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.justice.gov\/usao-sdny\/pr\/acting-manhattan-us-attorney-announces-court-s-unsealing-charges-against-three-men\" target=\"_blank\" rel=\"noopener noreferrer\">federal authorities said<\/a>.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">Mr. Bahnasawy recruited a third accomplice in the New York area, whom he also met on an encrypted app, and shipped 40 pounds of hydrogen peroxide, the raw ingredient used to make the explosive TATP, to the accomplice\u2019s home address. Mr. Bahnasawy was arrested, days after his 18th birthday, in a hotel parking lot just before reaching the city.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">With each arrest, the authorities seize the suspects\u2019 cellphones and electronics, download their contacts and study their chats, turning one arrest into an opportunity to roll up an entire network. For more than a year after Mr. Bahnasawy\u2019s arrest, the authorities\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/10\/09\/nyregion\/terrorist-manhattan-el-bahnasawy.html?module=inline\">kept his imprisonment secret<\/a>\u00a0in an effort not to tip off Kill Kuffars. Kill Kuffars, a 19-year-old American living in Pakistan whose real name is Talha Haroon, was eventually arrested.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">As terrorist attacks have declined, arrests have soared. In 2014, there were 395 terrorism-related arrests in Europe. In 2016 and 2017 there were more than 700, according to data collected by Kacper Rekawek, who heads the defense and security program at Globsec, a Slovakia-based research institute.<\/p>\n<\/div>\n<aside class=\"css-13jtjmc\"><\/aside>\n<\/div>\n<div class=\"StoryBodyCompanionColumn css-p1yi70\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1xl4flh e2kc3sl0\">In the United States, more than half of the 77 people charged with Islamic State-related crimes in recent years involved investigations using an undercover informer, according to Seamus Hughes, the deputy director of the Program on Extremism.<\/p>\n<\/div>\n<aside class=\"css-13jtjmc\"><\/aside>\n<\/div>\n<div class=\"css-1wtls4v\">\n<div class=\"medium css-d83ga5\" data-id=\"100000006044257\" data-slug=\"mag-atwar-signup-form\">The increased arrests have led to pushback from civil liberties groups and accusations of entrapment. Mr. Bahnasawy\u2019s family insists that the F.B.I. manipulated him into carrying out acts he would not have done on his own, pointing out that he has been diagnosed with\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.cbc.ca\/news\/canada\/new-york-bomb-plot-1.4582932\" target=\"_blank\" rel=\"noopener noreferrer\">bipolar disorder<\/a>\u00a0and was taking antipsychotic medication at the time of his arrest.<\/div>\n<\/div>\n<div class=\"StoryBodyCompanionColumn css-p1yi70\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1xl4flh e2kc3sl0\">Whatever their flaws, the successes in Europe and North America have not been replicated elsewhere.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">In Afghanistan, Islamic State attacks are on the rise, while in Southeast Asia and West Africa, the authorities are struggling to contain the group, according to Mr. Roggio. In Syria and Iraq, despite the loss of territory, the Islamic State still has tens of thousands of members, according to estimates\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"http:\/\/undocs.org\/S\/2018\/705\" target=\"_blank\" rel=\"noopener noreferrer\">by the United Nations<\/a>\u00a0and\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/media.defense.gov\/2018\/Aug\/06\/2001950941\/-1\/-1\/1\/FY2018_LIG_OCO_OIR3_JUN2018_508.PDF\" target=\"_blank\" rel=\"noopener noreferrer\">the Pentagon\u2019s inspector general<\/a>, and attacks have increased in three Iraqi provinces.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">And although successful attacks are down in Europe, recently foiled plots show that the group has come dangerously close to carrying out a sophisticated mass killing.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">In Cologne, Germany, in June, biochemical experts wearing protective suits seized 84 milligrams of ricin from a\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/ctc.usma.edu\/june-2018-cologne-ricin-plot-new-threshold-jihadi-bio-terror\/\" target=\"_blank\" rel=\"noopener noreferrer\">Tunisian man<\/a>\u00a0who had been communicating with the Islamic State on Telegram. With the stipend of 77 euros, around $90, from the Italian government, he bought a new Samsung phone and installed the Telegram app. At a table in the refugee center\u2019s lunchroom, he recorded and uploaded a video pledge of allegiance to the Islamic State leader, Abu Bakr al-Baghdadi.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">He sent the video to an Islamic State handler in Libya, who instructed him \u201cto get a car and use it to drive it into people,\u201d according to the transcript of a preliminary investigation hearing before the Naples District Court.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">The plot began to unravel when Italian authorities received a tip that the video\u2019s author could be in Naples, said Claudio Galzerano, director for counterterrorism at the Central Directorate of Italy\u2019s Prevention Police.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">They homed in on the refugee center, matching the furnishings in the cafeteria with the background in the video.
