{"id":3758,"date":"2016-11-24T01:05:27","date_gmt":"2016-11-24T00:05:27","guid":{"rendered":"http:\/\/staging.cat-int.org\/?p=3758"},"modified":"2016-11-26T01:09:50","modified_gmt":"2016-11-26T00:09:50","slug":"isis-operative-suspected-in-paris-and-brussels-attacks-is-identified","status":"publish","type":"post","link":"https:\/\/staging.cat-int.org\/index.php\/2016\/11\/24\/isis-operative-suspected-in-paris-and-brussels-attacks-is-identified\/","title":{"rendered":"ISIS Operative Suspected in Paris and Brussels Attacks is Identified"},"content":{"rendered":"<p>Source: New York Times<\/p>\n<p><!--more--><\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"303\" data-total-count=\"303\">\n<p class=\"story-body-text story-content\" data-para-count=\"303\" data-total-count=\"303\">The United States government revealed the identity on Tuesday of an Islamic State operative believed to have been one of the overseers of last year\u2019s <a title=\"Complete Times coverage of the Paris attacks.\" href=\"http:\/\/www.nytimes.com\/news-event\/attacks-in-paris\">attacks in Paris<\/a>, as well as of the coordinated suicide bombings that tore through the international airport and a metro station in Brussels this year.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"496\" data-total-count=\"799\">The operative \u2014 who until recently was known only by his nom de guerre, Abu Souleymane al-Faransi \u2014 is a 27-year-old originally from Morocco whose real name is Abdelilah Himich, <a title=\"The statement.\" href=\"http:\/\/www.state.gov\/r\/pa\/prs\/ps\/2016\/11\/264498.htm\">according to a statement<\/a> issued by the State Department, which announced his designation as a global terrorist. The listing describes Mr. Himich as a senior fighter and \u201cexternal operations figure,\u201d a reference to his suspected role in planning attacks abroad for the Islamic State, also known as <a class=\"meta-org\" title=\"More articles about the Islamic State in Iraq and Syria.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/organizations\/a\/al_qaeda_in_mesopotamia\/index.html?inline=nyt-org\">ISIS<\/a> or ISIL.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"325\" data-total-count=\"1124\">\u201cHimich created the Tariq Ibn Ziyad Battalion in 2015, a European foreign terrorist fighter cell that has provided operatives for ISIL attacks in Iraq, Syria and abroad,\u201d the statement said. \u201cHimich was also reportedly involved in the planning of ISIL\u2019s November 2015 <a class=\"meta-classifier\" title=\"Complete coverage of the attacks in Paris.\" href=\"http:\/\/www.nytimes.com\/news-event\/attacks-in-paris?inline=nyt-classifier\">Paris attacks<\/a> and March 2016 Brussels attacks.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"284\" data-total-count=\"1408\">The assault on multiple locations in Paris on Nov. 13, 2015, was led on the ground by Abdelhamid Abaaoud, <a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2015\/11\/18\/world\/europe\/paris-attacks-abdelhamid-abaaoud-an-isis-militant-from-belgium-whose-own-family-wanted-him-dead.html\">a Belgian member of the Islamic State<\/a>who traveled from Syria and maintained telephone contact with the various teams of attackers. He was killed in a police shootout days later.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"354\" data-total-count=\"1762\">But evidence quickly emerged that Mr. Abaaoud and his team had been taking orders from and reporting back to higher-ups inside the terror group. Among the first clues was the testimony of one of the hostages inside the Bataclan concert hall in Paris, who said he had overheard one of the suicide bombers <a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2015\/11\/14\/world\/europe\/paris-attacks.html\">asking the other<\/a>, \u201cShould we call Souleymane?\u201d<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"384\" data-total-count=\"2146\">After the <a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2016\/03\/23\/world\/europe\/brussels-airport-explosions.html\">March 22 attacks in <\/a><a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2016\/03\/23\/world\/europe\/brussels-airport-explosions.html\">Brussels<\/a>, the Belgian capital, the police recovered a laptop belonging to one of the plotters and discovered recorded chats between the attackers and their handlers in Syria, including Abu Souleymane and another commander who went by the nom de guerre Abu Ahmad, <a title=\"An article by Mr. Brisard.\" href=\"https:\/\/www.ctc.usma.edu\/posts\/the-islamic-states-external-operations-and-the-french-belgian-nexus\">according to Jean-Charles Brisard<\/a>, who leads the Center for Analysis of Terrorism in Paris.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"373\" data-total-count=\"2519\">French officials have refused to confirm that the \u201cSouleymane\u201d mentioned in these two episodes is indeed Mr. Himich. However, <a title=\"The investigation.\" href=\"http:\/\/www.pbs.org\/wgbh\/frontline\/article\/u-s-identifies-key-player-in-isis-attacks-on-europe\/?utm_medium=N\/A&amp;utm_campaign=frontline_2016&amp;linkId=30126074\">a joint investigation<\/a> by ProPublica and Frontline identified Mr. Himich as one of the architects of the Paris attack and revealed that he had lived in <a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2015\/01\/17\/world\/europe\/french-town-struggles-over-departures-for-jihad.html\">Lunel, France<\/a>, and was deployed to Afghanistan after enlisting in the French Foreign Legion.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"279\" data-total-count=\"2798\">\u201cHe was promoted very quickly once he reached Syria and became the commander of a brigade of foreign fighters, and this is surely as a result of his background and his combat experience,\u201d said Mr. Brisard, who described Mr. Himich as \u201cthe conceiver\u201d of the Paris attacks.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"274\" data-total-count=\"3072\">According to records consulted by Mr. Brisard, Mr. Himich joined the Islamic State in April 2014 and fought as one of the group\u2019s snipers before being wounded in combat. He participated in at least one filmed execution, in which he crucified two victims, Mr. Brisard said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"466\" data-total-count=\"3538\">Mr. Brisard cautioned, however, that the Islamic State\u2019s <a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2016\/03\/29\/world\/europe\/isis-attacks-paris-brussels.html\">external operations arm<\/a>, the unit responsible for inspiring and carrying out terrorist attacks abroad, was a team effort. Although Mr. Himich may have sketched the broad outlines of the plot, the planning passed through multiple hands.
